Richard Broth, MD
Maternal Fetal Medicine & Perinatal Specialist
Richard E. Broth, MD, is a perinatologist and the medical director of TLC Perinatal PA in Silver Spring & Germantown, Maryland. His practice is built on a simple yet powerful tenet that the Canadian physician, Sir William Osler, one of the founding professors at Johns Hopkins Hospital, embraced: “The good physician treats the disease; the great physician treats the patient who has the disease.” Throughout his medical career, Dr. Broth has tapped into this guiding principle to strive for excellence, not only for serving his patients, but also in teaching future doctors and in conducting research.
Dr. Broth is board certified in obstetrics and gynecology with a subspecialty certification in maternal-fetal medicine. He began his medical career as an undergraduate student in Israel at Yeshivat Kerem B’Yavneh and completed his undergraduate studies at Yeshiva University in New York City. Dr. Broth earned his medical degree at University of Maryland, Baltimore.
He then went on to residency completing the first 2 years at Mount Sinai Services/Queen Hospital Center in Jamaica, New York, followed by the latter 2 years at Rutgers School of Biomedical and Health Sciences in Newark, New Jersey (formerly known as UNDNJ). He completed his postdoctoral clinical studies in Philadelphia, where he did a fellowship program in maternal-fetal medicine at Thomas Jefferson University Hospital.
Dr. Broth serves on the Quality Assurance team at Holy Cross Hospital in Silver Spring. He formerly served as a board member of the Association for maternal-fetal Medicine Management which is now a division of the Society for Maternal-Fetal Medicine. He is a fellow of the Society for Maternal-Fetal Medicine, and a member of the American College of Obstetricians and Gynecologists.
Dr. Broth has been involved in research and publications, pilots products as a beta site for renowned companies, and speaks nationally about many topics in maternal-fetal medicine, especially in the area of prenatal diagnostic testing and preterm labor.
Claire M. Gallagher, MD
Dr. Claire M. Gallagher joined TLC Perinatal in 2026 after serving for the past decade as a faculty member at the George Washington University School of Medicine and Health Sciences. As part of the Division of Maternal-Fetal Medicine within the Department of Obstetrics and Gynecology, she cared for patients while teaching both medical students and OB/GYN residents.
Dr. Gallagher earned her medical degree from Georgetown University School of Medicine. She completed her residency in Obstetrics and Gynecology through the U.S. Navy at what is now Walter Reed National Military Medical Center in Bethesda, Maryland, followed by a fellowship in Maternal-Fetal Medicine at Johns Hopkins Hospital in Baltimore.
Following her fellowship, Dr. Gallagher served as a Maternal-Fetal Medicine specialist at Naval Medical Center San Diego and the former National Naval Medical Center in Bethesda. After completing her military service, she joined the faculty at Massachusetts General Hospital, where she practiced Maternal-Fetal Medicine and taught residents and medical students through Harvard Medical School. She later returned to Maryland, practicing in private Maternal-Fetal Medicine before joining the faculty at George Washington University.
Dr. Gallagher is board certified in both Obstetrics and Gynecology and Maternal-Fetal Medicine. She is committed to providing compassionate, individualized care for patients experiencing high-risk pregnancies, with particular clinical interests in prenatal genetics and multifetal pregnancies.
Dr. Gallagher is excited to join TLC Perinatal and looks forward to working alongside Dr. Richard Broth and Jennifer Broder, CRNP, to continue providing exceptional, patient-centered Maternal-Fetal Medicine care.
Melissa Broder, NP
Melissa Broder is an experienced board-certified Family Nurse Practitioner providing excellent care to the TLC Perinatal patient community. Melissa graduated from the University of Maryland Baltimore County with a degree in Psychology and a Minor in Biology, where she earned recognition on the President’s List and was awarded the Undergraduate Research Award for her research into genetic carrier testing. Melissa then earned her Bachelor of Science in Nursing from the George Washington University, graduating magna cum laude.
Melissa began her nursing career in 2014 at the High Risk Perinatal Center at Holy Cross Hospital in Silver Spring, Maryland, providing in-patient care to patients with complications arising out of high-risk pregnancies. After graduating with a Master of Science in Nursing degree from Simmons University and joining the Sigma Theta Tau International Honor Society of Nursing, Melissa joined TLC Perinatal in 2018. She is passionate about providing excellent and sensitive care for the high-risk obstetric population. Melissa sees patients in our Silver Spring office.
Melissa is a native of Maryland and resides in Silver Spring. In her free time, she enjoys traveling, spending time with her husband & kids, and watching the latest reality television.
